Program Mobilisation
Creating and delivering the plan to support growth
Stratelyst was tasked with the mobilisation of a major transport program. We had been involved during the business case stage and understood well the objectives and deployment strategy of the program. This engagement involved working closely with the Program Director to think through structuring and actively plan the growth of the program as it went from business case phase to preparing for delivery. Stratelyst has developed a mobilisation approach that ensures all aspects of the project are working together.
We built on the strategic intent of the project to develop:
Project Charter
Program structure - functional areas and roles and responsibilities based on managing key risks, issues and opportunities
Governance framework - fit for purpose for the program (timely issue resolution based on the program content) and takes account of the wider organisational governance structures, from working groups to senior management committees
Appropriate accommodation and working practices
Onboarding information
Recruitment activities
Identifying and embedding program control systems and processes
The program continues to evolve and develop based on the work Stratelyst completed.
Procurement and Commercial Management
Understanding context and working through the details
Stratelyst provided procurement and commercial advisory services to a complex transport infrastructure program. Leveraging understanding of project objectives and outcomes from involvement in developing the business case, we supported the transition to project delivery, supporting the implementation of the procurement and commercial approach.
We worked with the client to:
develop and implement procurement strategies and documentation
draft services/works briefs with defined deliverables and milestones
complete risk profiles with appropriate risk allocation
develop commercial frameworks
analyse tender responses.
Additionally, Stratelyst provided contract management services and negotiated variations to existing agreements. Stratelyst focused on continuous communication with contractors and project team members, complimented by formal governance through contract management meetings and escalation pathways, including reporting on the status of material issues.
Essential to success was maintaining close working relationships across commercial stakeholders and the broader project team. The project has now transitioned to delivery.
Bringing new perspectives to problems
Applying analytic methods to unlock value
Stratelyst is adept at bringing data and spatial analysis to client problems.
We advised a telecommunications client on its regulated transmission services. We conducted a statistical analysis that identified both regulatory gaps and cost saving opportunities for our client . The analysis led to a positive regulatory outcome and changes in transmission procurement.
We provided regulatory advice on how a client could secure long-term certainty over spectrum access options. We reconstructed the regulator’s database of radiocommunications licences and mapped deployment locations by operator. Our visualisation demonstrated that while spectrum had been reserved for mobile network operators, the mining industry accounted for the bulk of use in remote Australia. Our work contributed to the regulator making a decision to review licensing arrangements for remote Australia, and identified opportunities for the client to immediately increase its spectrum holdings.

Stratelyst has experience across many business cases either from scratch or coming into the process after the business case has hit roadblocks. We have delivered a range of successful business cases across Transport, Social Infrastructure, and Water.
We led the development of a large and complex transport business case that was approved through investment assurance by:
Building a collaborative work culture within the project team by listening to the project team and understanding roles and responsibilities as well as skills and style.
Having a work plan, with a known schedule, that was flexible to take account of changes and actively manages reiteration of thinking and content.
Focusing the project team on weekly priorities, resolving competing demands for resources, and agreeing a work plan to achieve upcoming milestones.
Communicating effectively and working closely with internal and external stakeholders along the whole journey
Ensuring a strong strategic foundation through articulating project vision, clear outcomes, and reasons for the project supported by evidence, which is translated into objectives and flow onto benefit identification.
Leading the option analysis and actively manage the process with appropriate tools from an option long list to short list.
Understanding economics and finance and working with subject matter experts to develop a robust assessment.
Including insights across project management, commercial and delivery areas to strengthen the implementation areas of the business case.

Spectrum auction planning and support
Supporting high-stakes investment decisions
Spectrum auctions are critical moments in the telecommunications industry, heralding the arrival of new technologies or vastly altering the competitive landscapes. Auctions are high-stakes events, requiring careful preparation and execution. Stratelyst was engaged as a key advisor to a major telecommunications provider for Australia’s first 5G spectrum auction and on several other major spectrum auctions.
Our work included:
Advising the bid team during the auction
Preparing competitor assessments and bidding tactics
Designing, administering and participating in mock auctions
Developing and/or reviewing auction support tools (using Python, R and Excel (incl. VBA))
Drafting submissions and engaging with government departments and regulators on auction rules
Project management services including development of an integrated project schedule.
